2. Maybe you are thinking of the first season, because after defeating Beryl and before she died (from the power of the ginzuishou), she made a wish that she and her friends could go back to normal. They went back in time, to the time when Usagi discovered she was Sailor Moon, but there was no Dark Kingdom.

3. I guess they can. In fact, they probably do. It's actually never revealed if they ever become Sailor Senshi again. But, in the final scene, as Usagi and Mamoru kiss, Usagi's voice says "I'm Tsukino Usagi, 16 years old, in my first year of high school. I may be a whiny crybaby, but I am actually the soldier of justice, Sailor Moon." That provides logic for the assumption that she is still Sailor Moon, and her friends are still senshi.
