Raichu is the evolved form of Pikachu, which is an Electric Rat Pokemon. It is mainly seen during thunderstorms powering up its lightning. It gets scared easily, so when approaching it, whisper a bit so it knows you're there.

I suggest not teaching gender-based moves (Such as "attract" and "captivate".) to genderless pokemon. Gender-based moves (Such as "attract" and "capivate".) and abilities (Such as "cute charm".) are useless to and on genderless pokemon.
