Last I checked, this anime seemed to be unavailable, but the manga could be found at Amazon.

Sugar Sugar Rune is excellent as an anime series and as a manga. It starts as two best friends, Chocolat and Vanilla, are picked as the two contestants to become Queen of the magical world. They are witches, and must collect as many human hearts as they can, so they must venture out to the human world.

These hearts that they must collect aren't real hearts, they are just like jewels. To get one, you must either impress the boy or make him fall in love with you. Then, after a few magic words, they are yours and the boy's feelings for you are gone.

Soon Chocolat tries to get the heart of a cool, popular eighth grade boy, Pierre. Then things really get out of hand!
