If you were to make MtG cards based on anime...
For the city, you could have it producing mana like the Gem Bazaar. But, it needs something more than that. Lands are hard, since the common terrain types are already taken.
How about this?
Name: Pocket Dimension
Type: Land
Effect: Tap, add 1 mana of a color you can generate.
Tap, add 2 colorless mana.
From what I have seen in Magic, most lands are just random places, and named locations that aren't legendary.

More card ideas from the darkdriver...but first, some other ideas.
How about basing some lands on the environment found in YUA? the five most common sites are: the Bokuto precinct itself (W); Natsumi & Miyuki's apartment building(U); the nearby school(G); construction sites(B); and stretches of highway(R).
Better yet...how about places in NeoTokyo from Akira?
The lands could have a triggered effect based on using the mana to cast creature spells (W grant's the creature cast a +1/+1 counter, R grants haste, B destroys a creature of the same color as the creature cast, and so on).
Anyway, onto the card ideas!
Urd's Game--instant
4UU
Starting with controller, all players roll a die. Then each player reveals that card from his/her deck. ("1" means the top card, "2" means 2nd from top, etc.) If the revealed card can be put into play, it comes into play; an "x" in the casting cost equals 0. If it can't be put into play, that player loses the game.
"Is it like Monopoly?" "More like Life..." --Urd and another player of the game.
(From Oh My Goddess!)
Dai-Guard--legendary artifact creature
10, 8/8
If Dai-Guard attacks or blocks, put a -1/-1 counter on him at end of combat unless you sacrifice a land.
During your upkeep, you may pay 10 to remove a -1/-1 counter from Dai-Guard.
"That pilot's going to bankrupt the company!"--the ceo of the company that owns Dai-Guard.
(From Dai-Guard)
Go Dynasty Relics--artifact
10
Tap: add x colorless mana to your mana pool. You choose x.
If you suffer any damage, instead prevent that damage and sacrifice Go Dynasty Relics instead.
"Not the relics! They're worth more than you are!"
(From Assemble Insert)
Natsumi's Brakes--instant
2W
Play only during combat. Tap target creature you control: untap target attacking creature you control. That creature neither deals nor receives combat damage.
"There go another pair of shoes!"
(From YUA)
Officer Yoriko--legendary human policewoman
1W, 1/1
Prevent all damage done to and done by Officer Yoriko. You choose the outcome of all coin flips and dice rolls. During your upkeep, all players reveal a card from their hands.
"You little gossip hound! How'd you graduate at the top of your class?" "Just lucky..."--Natsumi & Yoriko.
(From YUA)
Officer Chie--legendary human policewoman
3W, 2/2
When Officer Chie comes into play, choose target opponent. That opponent chooses targets for all instants, sorceries, and local enchantments you play while Officer Chie is in play.
Tap: add x mana of any one color to your mana pool. You choose x.
You have no maximum hand size.
"I'll show everyone that I deserved to graduate top of our class, Yoriko! I swear I will!"
(From YUA)
And of course...the Colorful entries...
Giant Ko-gal--giant schoolgirl
4U, 5/5
When Giant Ko-gal comes into play, tap all creature cards with pictures of men on them. They don't untap during their controllers' untap phases.
If Giant Ko-gal is equipped, sacrifice a land when Giant Ko-gal becomes tapped.
"Tell me you got that on tape!"--Anchorman to a cameraman.
Grand Prize--artifact creature
10, 5/5
Cumulative Upkeep: 1
Must pay 5 to attack with Grand Prize.
If controller's life is less than Grand Prize's power, remove Grand Prize from the game.
"Come on, get me those diamonds!" "I think this card hasn't been maxed out yet..."
Consolation Prize--artifact creature
10, 1/1
Indestructible.
If Consolation Prize goes to the graveyard, its controller loses life equal to its toughness.
"Look, I made you a sweater! Let's go out and show it off!"
And finally...Ah...regulation. So that means no ante effects, no card-flipping effects...and horsemanship is right out.
And here I am with 20+ decks that include Banned-6 cards.
[Banned-6 cards are cards exclusive to the 6 banned sets: Portal 1, 2, 3, Starter, Unglued, & Unhinged.]

Why don't you try an old ability, flanking, in place of horsemanship.
Don't put too many ideas on the table. WhoWantsToKnow is only one person, and won't be able to keep up with checking for fairness. Could you locate pictures for your ideas as well? A website to where the pictures can be found would help WhoWantsToKnow a great deal.

re: If you were to make MtG cards based on anime...
I realize that making generic lands out of anime is tough. All I'm really looking for is scenes or pictures that can be used as the basis for the other-color counterparts, and I'd like to try to make them a little funny (which is why I'm trying to find those spots that are unexpected, like maybe Kaolla Suu's jungle-filled room--from Love Hina--for green).
Does anyone know perhaps of an excessively huge or otherwise strange cave (this might work for the black).
PS. Anyone familiar with Azumanga Daioh? I recall this little gray cat with a nasty grin. Thought it would make a cute (in a nasty way) basic Creature.

I am not familiar with Azumanga Daioh, sorry.
I can get you a picture of an excessively huge cave from Slayers Try.
Name: Mobile Ruins
Cost: 4colorless
Type: Artifact
Effect: Tap, subtract 2 mana from target player's mana pool, and pass Mobile Ruins to that player.
How does that look?

Since it can't add to the mana pool but rather can drain it, it shouldn't be a land but rather an artifact. We can still make it a freebie, though, since it has the pass-along effect.

re: If you were to make MtG cards based on anime...
Ah...I think I see the problem here. I misunderstood the subject matter...since it wasn't labeled properly, let's be honest.
The idea here is not making M:tG cards using anime as the inspiration.
The idea is making Type 1 legal M:tG cards using anime as the inspiration.
Well, that explains the slight resistance I've been getting to my ideas. See, I have only 1 tournament-legal deck--pure burn. And I only enter the weekly tournament at my local gaming shop if Ron can't get the minimum required number of people (eight) for a sanctioned tournament. (Type 2, but Type 2 legal is also Type 1 legal, after all.)
I prefer not being in any tournaments because of the mentality I find in them: get all the uber-rares, trick out the uber-combos, and set them off against all opponents in all games, be they tournament or fun. ...In other words, these people don't know how to have fun. If they're without their tricked-out decks, they don't want to play. For them, they must always win or they have a rotten time.
If I wanted to deal with that mentality, I'd watch pro sports on TV.
I got started in the game through Portal in '97. I fell in love with the variety of cards, where many are similar to others but also different in so many aspects. I now own thousands of cards, from 3rd Ed. (Revised) to the current 8th Ed., and plenty from sets dating back to Dark (and I got the older cards from buying someone else's collection).
Because of how I got started and my having so many cards from so many sets, I have the resources to many fun decks with any theme I want. From Thriller (my zombie deck) to Riding in My Valkyrie (my inflatable griffin deck), from Microwaved (my haste deck) to Start Me Up (my sleeping artifact/enchantment/land deck), I have created all sorts of fun decks. And since I have so many cards, I can follow a self-imposed rule: 1 of any card in every deck excepting basic lands.
I've even gone beyond the simple M:tG rules to create stranger decks. My Love-Loyalty deck is completely based around Excel Saga; my Alive deck is a monstrocity that incorporates only cards that can give me life; my Nightmare on Elm Street deck requires a 100 starting life, since every nonland card and many of the lands take away my life when used; and my NWO deck is in fact 7 decks--1 for each color, 1 for artifacts, 1 for lands...and I choose which deck I'll draw from each time I draw (much like the real-world NWO can manipulate law and politics to its advantage).
I'm in this game to have fun, lots of it, without being a slave to any tournament regulations or to some uber-combo. Thus my card ideas.
Technically speaking, they are all feasible, and I made sure not to have any too powerful--especially for the silly cards. As each silly character has a flaw, thus do the cards based on them have flaws. And I made sure to choose abilities that best match them.
I simply didn't realize that this was an exercise for "serious" players only, for "tournament-legal" card ideas only. Sorry if I bothered anyone with trying to have a little fun with the game.

I know how you feel about those players, and the game. I play to have fun, but I don't have the extent of cards that you seem to have.
We aren't trying to make tournament legit cards, just cards that could have been made by Wizards. The cards don't have to be tournament legal.

re: If you were to make MtG cards based on anime...
I came up with a couple neat but funny ones based on episode 5 of FLCL:
We're In Trouble-gee
Instant
2+R
Target creature gets -2/-0 and attacks this turn if able. Destroy it at end of turn if it doesn't attack for any reason and remains in the same player's control throughout the turn.
"Why'd you bring that?! Are you crazy?! This is war-gee!" — Naota Nandaba
Possessive Jealousy
Sorcery
3+GG (may need to adjust this)
Gain control of target artifact or creature an opponent controls.
"If you're just gonna run and hide like a scared rabbit, then your dear old dad's gonna have to take Haruko-san away." — Kamon Nandaba

re: If you were to make MtG cards based on anime...
Sorry about my being persnickety. It's just that I have these players at the shop...
See, they only make tournament-legal decks. They might have spare decks for type-1 tournaments, but, since the shop does type-2 tournaments, they mainly make type-2 decks.
Also they have this habit of only keeping the uber-rares of any set...meaning that they have to get other cards from people like me. And most of the time they're under the impression that I should just give my cards away, that I should be grateful that they asked me for anything. I ask them for their trade stuff...and when I see that it's the same stuff I've already traded other people for in the previous weeks...and all they have are the latest uber-rares...I have to tell them 'no' for the trade.
I offer them the chance to buy cards from me, and I'm fairly reasonable about price...but most of the time that's unreasonable too.
The big problem is that they claim to have all these cards...but funny how they never seem to have any of them when they need them.
All I've been saying is that M:tG includes the nonlegal cards in their lists. I use them, have fun with them too. So why not aim for more cards along those lines? Lord knows we have enough uber-cards in M:tG!

Please don't throw us in with that lot of people you are talking about. Where I used to go, there are these three players who buy 1 box a month, and 4-8 packs a week during the same month. They don't even look at the commons or uncommons.
You should see some of the other cards WhoWantsToKonw made. They aren't uber-cards.

re: If you were to make MtG cards based on anime...
Kyle, please don't give me words I never said.
I wasn't saying that Who... or you were like those people at my local shop. All I was saying is that after dealing with people like that, I was ready to have fun on this thread.
And when I saw an impetus directed my way concerning not using the tournament-nonlegal abilities...I kind of overreacted.
Still, there are plenty of useless abilities in M:tG, like legendary landwalk, a walking ability tied to a specific nonbasic land, changing the color of a creature that's blocked or blocks a certain other creature...and those three useless abilities are all tournament-legal.
Of course, the trick here is twofold: make a card that simulates something found in anime--but not completely duplicate another card already made. (WotC does that enough on their own.)
Hmmm...maybe I should think of more Tutors and Glyphs, hmmm?
Granted, there's 13 Tutors (7 tournament-legal), but you can never have enough Tutoring in M:tG, I say.

I was just asking you not to think we were like them. You went off the handle, and some of what you said was directed at us. We can leave this little problem behind us.
WhoWantsToKnow, I found a picture that may be okay for your card Soemons Regimen. Go here, and look at the second picture on the top row. The creator of the site doesn't want anyone direct linking pictures.

Thanks. The picture will work much better, and I made my own flavor text that basically describes the quirk of his regimen. I really need to set up a place where you can post those Slayers pictures. I still need the cave and ruins pictures.

Sorry about them being late. I have little knowledge about creating a website, or posting to a website.
