why do they make so many series?

Probably because each series has a different plot. Like Tenchi Muyo is about introducing the main characters like Ryoko, Ayeka, Sasami, etc. and their involvement with Tenchi. While Tenchi Muyo GXP is about Seina Yamada , a friend of Tenchi's, and his adventure while attending the GXP academy.

I believe you were talking about the movies. "Tenchi the Movie: Tenchi Muyo! in Love, Tenchi the Movie II: The Daughter of Darkness and Tenchi Forever: Tenchi Muyo! in Love II."

There's actually a third OVA that FUNimation will soon be releasing. Supposedly, Tenchi finally picks his girl.

No. There's a final OVA called Ryo-Ohki, in which Tenchi finally picks his girl. FUNimation hasn't announced it, but since they got GXP, it's expected they'll also get RO (I think Geneon has lost the Tenchi contract).
