Who do you all think is the most hyper anime character ever and why? From what I have seen I would say either Kaolla Su from Love Hina or Ed from Cowboy Bebop.

Definitely Excel from Excel Saga. This girl has such an uncontrollable enthusiasm to serve and please Lord Ilpalazzo, jumping around like she has ants in her pants and speaking rapidly and not really making any sense, all the while being an annoyance and forcing him to use "the rope" almost everytime...

I also have to say Excel. It wouldn't suprise me if she had 10 different poses in 5 frames of animation. She's just hyperactively insane.
