I haven't viewed the show in a while..<gasp>...but if I remember correctly, on one episode Vash explains that if he breaks the code, Rem will truly be gone. Or, something like that...

Vash didn't want to forget Rem, like you said. he felt that what she told him to do was set in stone, that no one had the right to take another's life. he never was able to distunguish where that stopped and justice prevailed.
