I'd say that Cell was the strongest villian ever for two reasons, Super 17 died quick, and Cell almost won the Cell games, but he got full of himself and got his butt kicked by Super Saiyan Rage Gohan. Garlic saga was really boring. My opinion they should have skipped to the android saga after the frieza saga
