mods dont have all that much power any way. think about it,
the most spam is in PCC
the mods cant move posts/threads in PCC unless its unsuitable (like, lots of strong language, sex, etc)
they cant remove it for being pointless
enforcing stricter mod policies would really do nothing. unless we get rid of the mods who spam-a-lot

true, but some mods that spammed got demoded I think and there others who spam once or twice but they get serious
