Shishio is the strongest since even Kenshin's most powerful attack couldn't defeat him. If it wasn't for Aoshi all of them would have been killed. Remember also that Kenshin's strongest attack could also defeat everyone there except Shishio. Also Shishio was at a large disadvantage because he could only safely fight for a certain amount of time. The others didn't and therefore lost.

Didnt Shishio lose because even though Shishio block the move the Wind will kill Shioshio isnt that right?

Kenshin did not kill Shishio. Shishio parried the first part of Kenshins attack and was sent flying with the second part. However, Shishio stood up and started to fight Kenshin once again.

It's impossible to tell who is the best...there are too many things not being questioned here.

for me kenshin has the strongest mind. aoshi's mind was blocked by his desired to be the strongest. his desire made him a mad man. killing anyone who gets in his way. kenshin's mind wasn't the same like his enemies.
hiko knows that even if kenshin's ama kakeru ryu no hirameki will be blocked by his enemies, it will still be caught by it's powerful wind vacuum and still, it will make its way to crush it's victims.

That may be so. I have to agree that Shishio was suprised that he got hit by that move. However, Shishio did something that nobody else did. He got up and continued fighting after he got hit.

Kenshin's master is the strongest. He tested Kenshin's will to live, not with the ryu's ultimate attack, but with a second or tertiary level technique, which could still have killed Kenshin if he wasn't focusing.Apparently all students of the Ryu are tested in this fashion. Either you reach a certain level of competency, or you die (which is similar to Shi Shio's 'the strong live while the weak die') at the hands of your master.
Kenshin is next in strength. Remember, he is using a reverse blade while all of his opponents are using regular live blades which could easily kill. Kenshin manages to defeat them anyway. Shi Shio isn't stronger actually because if Kenshin had been using a regular Nippon-to Shi Shio would have been sliced to ribbons in Kenshin's attack combo.
Even if Shi Shio did defeat three other opponents, Kenshin had to do the same but more since he was fighting according to his code of honor (which was NOT to kill). He also used a lot of energy pulling off the ama kakeru ryu no hirameki more than once. Even though Shi Shio blocked the attack, he still would have been cut in half if Kenshin had been using a live blade.
Don't get me wrong. Shi Shio is extremely strong, but he was responding to blunt attacks, rather than slicing attacks, so he was able to take more. In comparing Kenshin to his opponents we are comparing apples to oranges since Kenshin doesn't use the killing side of his blade.

I remmember that Kenshin beat his Master, Soujiro, and Shi Shio. I dont Know about the rest but i know that no matter how mutch you train there will be someone better than you.
