actually,the truth is that Mewtwo is indeed the strongest pokemon ever,thats what he was created for,so techniccally,this post should be asking "who is the SECOND most powerful pokemon ever",but in my opinion,the second strongest pokemon is probably Rayquaza

you cannot just say that there is a pokemon that is the strongest or that is unbeatable. every pokemon has a weakness and can be defeated in some way. however when it comes to stats alone i would say either mewtwo,rayquaza,or deoxys

i've matched them up,and Mewtwo does have the best stats between the 3,but Rayquaza and Deoxys come the closest to Mewtwo's stats than any other pokemon.

Movie-Based: Deoxys, because he can utilize all his forms which make it have extremely high stats

Game-Based: Rayquaza, Mewtwo or Deoxys

but its a fighting and steel type,thats not a very difficult to match up to that.
