re: time periods of anime
.hack//Legend of the Twilight is set in the near future (about several decades), at a point where virtual reality technology has advenced to the point of a total sensory experience. More specifically, it's set four years after the events of the .hack videogames.
Love Hina and Digimon Adventure are more or less set in the present day.
Fullmetal Alchemist is set in an alternate universe. If I'm reading their calendar right, the mainstay of the story takes place in the year 1913 (according to their calendar).
Time periods don't make much difference with Dragon Ball or One Piece, as both are set in alternate realities and alternate Earths where locations and the like are very different.
FLCL is set around the year 2000 in the imaginary town of Mabase, Japan.
Wolf's Rain is set in the distant future. It's a scenario of super-technology and bitter rivalries. In this world, most of nature's creatures have been and gone, but the wolves manage to adapt to survive in this war-torn world.
Trigun is also set in the distant future. According to the storyline, when the Earth became inhospitable, what was left of humanity set out for a new planet (Project SEEDS). Where they end up is a dusty, near-inhospitable wasteland far away.

re: time periods of anime
ONe piece: The time period is in a different world, do you know what it looks like? Four seas, the grand line sort of like the equator, and a strip of land that, if viewed from space, would look like a vertical line. It's called the "red line". Okay, no electricity, marine battleships made of *metal* is the extent of technology, but revolovers and rifles are used. A bit of sea-oriented, as Pirates are the rage and so are Devil fruit. The devil fruit act as sort of the "technology" bit. I am a devoted, addicted, i-get-high-on-it One piece Otaku from america. So anyone from japan who knows better, please tell me.
