how come in Anime when they dub it, The Characters from Osaka or Kansai, in English they sound Southren? Why Is that

It's a bit of a "lost in translation" issue. Characters like Ukyou Kuonji and Mitsune Konno come from the southern part of Honshu (Japan's largest island), what's known as the Kansai area, and they carry a pretty distinctive accent to them when compared to what you might hear elsewhere.

I don't know who was the first to do it (I suspect Viz and the Ocean Group), but in order to create some kind of analogue with American dubs, they used a distinctive American accent. I suspect that the southern accent happened to be the closest analogue to hand that's easily identifiable (a good many Americans will recognize a southerner if they hear one). The idea apparently has stuck.

I know why they do it but I hate it .... mostly because it is uaually a poorly faked southern accent. Neither do I like a poorly faked British accent ..... or anything else for that matter ..... Picky, picky, picky
