As far as I can tell, Mega Man is asking about the Cardcaptor Sakura series. I beleive Mega Man wants to know how the Clow Book found it's way to her basement.

(I've caught the odd episode on Nickleodeon. This is beyond my knowledge.)

So he created the sealing staff(a.k.a the thing that sakura uses), placed magic on the clow book that when Sakura will move in to the house, the clow book will go into the basement; placed the moonbell in the shrine, and did the rest of the arrangements like Li going to Japan.
