Gaara is better and powerful. Gaara is one of my faves! He has sadder story than Haku too.

I dunno really if Gaara's jutsu's would do much against Haku, and Haku has the speed to beat the sand and hit Gaara. If Gaara was to be closed in like Sasuke and Naruto were I dont think Gaara would have much of a chance to win, even though it seems Gaara is more powerfull, but Haku is one of those that can definitly outrun his sand and beat his jutsu's though. But personally I like Gaara more though.
