Tsubasa detail question

[Miss Wonderland]

I've been noticing in the backround of each place Sakura and the gang land in, there is always a girl in the backround with long hair, sailor suit, and always running. She sometimes even has toast in her mouth. Does she have a purpose? or is she just there to bug the snot out of me?
