to perform the sealing jutsu the kazekaga needed a woman giving birth since temari and kankoro were already born he needed gaara so yeah

Maybe because at the time Gaara was the only child to have the demon since it was the Hokage's job to protect the village so they used Gaara like Naruto and killed his own mother in childbirth. That's when the demon took over Gaara's body. And his mother's ashes are inside the sand to protect him. (as they say)
