Pyro Clock of Destiny question.

My friend and I keep on arguing about the effects of Pyro Clock of Destiny. He reckons it makes me skip a turn while I reckon it only pushes the turn counts of cards like Swords of Revealing Light and Final Countdown. I need confirmation, what does it really do?
