ok i may be retarded but i want some answers to an awsome anime called flcl. ok first question.
1: Why doesnt the kanti robot just run away or attack noata like all the other robots?
2: why the heck does haruko where all the coustumes, the bunny outfit, the nurse, the black wing things?
3: how come kanti and noata can acess atmosks power?
4:does haruko control what robot comes out of noatas head or is it random?
These are really dumb questions but i dont know them so umm yeah

1. Because in the first episode, Haruko bashed Caanti with her guitar, causing something to come loose in his head. Without it, Caanti is more docile than the other robots.

4. It's random. She's waiting for Atomsk to pop out through the entire series. The robots are just escaped creations from Medical Mechanical.

His name is canti... He came out of naota's head along with another robot, Haruko made him "good" and now he takes naota and uses him to call that dudes power and then he uses naota as a cannon ball.
As for the 4th question... No Haruko doesn't control the robots, They come out of an alternate universe through the opening in naotas head and they attack on there own free will, and canti goes sorta evil in the last episode helping that one robot out... seriously some of the questions you asked could have been answered by reading in the furi kuri section of the absolute anime stuff...

canti and naota each have a part of atomsk's power in them so thats why they can acess it

My understanding:
The Kanti robot naturally has equipment to open a portal-thingy, thus allowing it to channel Atomsk's power while Atomsk is "piloting" it remotely via the same device. This is the peice that Haruko damiges in episode one to try to get Atomsk out.
With the peice broken, Kanti has to use the the portal-thingy inside Naota's head as a conduit to Atomsk's power and control. In the last episode, Atomsk actually posesses Naota himself.

1- Kanti the robot was a medical mechanica robot, when he got smashed by Haruko's guitar at the end of ep. 1, he lost parts of his head, which he get embarrased about, and which is why he occasionally wears the box on his head. he is also seen looking for parts of his head sometimes.
2- She wears then as spoofs on other things. the angel costume i dont know, but the wings and halo from it are later seen on Kanti. The bunny outfit is some thing from another show called Daicon 5, which is why when she is riding her guitar with it, before she starts shooting things at the gun robot, she says DAIII...CONN...5!the nurse outfit was simple a disguise. and it looks hot. also on a side note, when Kamon is wearing the red jacket in i think episode 5, it is a spoof on Lupin the third. and when he says to Naota, "Oh you like the green one better eh..." it is refering to the lupin the third movie.
3-Canti gets the power bescause thats how he was made somehow. i belive medical mechanica made him to be a new atomsk after they captured the real one. he was supposed to be one of MM ultimate weapons. Naota can get this power because when he comes out of Kanti's screen, he takes the power with him, and then when he changes back after almost killing Haruko, Atomsk breaks free and leaves through Naota's N.O. portal.
4-no, it is not completely random. some random thing doesn't come out of his head. everything that comes out of his head is made by medical mechanica, or in the case of Atomsk, being held by medical mechanica. but haruko doesnt conntrol exactly what, but she knew that since Kanti had Atomsks power, and he was part of the terminal core, all she had to do was add Naota's N.O. portal to the mix. she just didn't expect for him to get the power.
5- i also realized something cool. harukos real name, the one that Amaro calls her by, is Haruha Raharu, which if you move the Ra in her last name over to the end of the first name, and add a ko to the veryt end, it spells HaruHara Haruko, which is what Naota knows her by.
i love this series and real all the series overviews and stuff, and i memorized all of it. this is pretty much what they all say. some sites have some slight differences, but this is the basic agreement between them.
