Zoro. Anyone who can lift a building over his head is strong in my opinion. Though, If Chopper ate three rumble balls, Zoro'd probably not be able to handle him. Not that he'd lose... Chopper'd just be too huge and out of control, plus he gets about 10x stronger, so that complicates things too. . . . . . . . I ramble too much.... *Beats head on computer*........
