When Sasuke defeated Orochimaru, he made a group called Hebi which the objective is to kill Itachi. Suigetsu is one of Orochimaru's experiments then Sasuke freed him and ask to join Hebi. Suigetsu is the student of Zabusa.

As far as I can tell they're the same other than the hands used to strike. Chidori uses the left hands and Raikiri uses the right hand. That's the only difference I notice.
