I forget the name of this anime... help?

It's about a girl who is in her country's army as a colonel or something, and she serves under her friend. His name starts with a W, I forget what it is, and he has a friend who is a dakar or... something with a D. The boy and main character girl first meet when she suspects him of being a spy, when really he was just sketching the wildlife. The story takes place probably around a 50-ish years ago, with muskets and tanks and stuff, but doesn't take place in any particular country. Oh, also, the W boy and D girl can control this special tank that is practically undefeatable. Does anyone know the anime that I am talking about? I started watching it a while ago but stopped and I really want to continue it now. Thanks

With what information I have, it sounds like Orguss. Ofcourse, I've only seen the OVA of Orguss 2 (worth watching, btw)
