Well piccolo has become stronger than he was in the cell saga. And who knows if cell was trainning all that time he was dead,But piccolo was stronger than the first stage of cell but when he transformed then he had no chance but then piccolo put up a good fight while fighting dabura, but is dabura as strong as cell?Hmmmmm......id say cell..

i'm pretty sure Dabura is stronger than Cell for many reasons,one being that he is the king of demons
