Character Description: Cait Sith
You have to remember that this 'cat atop a large white creature called Mog' (1) really WAS riding atop a giant moogle (called a "Mog" in Final Fantasy VII) controlled by a ShinRa employee and was originally a spy, but changed sides somehow without Rufus or anyone finding out and (2) pronounces his name 'Kate-Shee.' As a result of that first thing, he apparently ends up ditching the Mog and riding on Red XIII/Nanaki's back in the movie. Apparently is Scottish due to his accent in the English translation of the movie.
As the official Square Enix FF7 website, na.square-enix.com/ff7psn, says:
Cait Sith rides around on the back of an enormous stuffed moogle that he has supposedly brought to life with magic. Megaphone in hand, he is always shouting orders while unleashing ridiculous attacks and when his slot machine technique succeeds, the enemies topple like toy soldiers. His hobby is fortune telling, but like Cait Sith's judgment, the results are far from reliable.
