This is an idea that I've had for a while. You can either create Legendary Pokemon, or the normal Pokemon that trainera find in the wild, or even new starters!

Species: Intention Pokemon
Description: This Pokemon never does anything without intention. It always thinks things through.
Color(s): Purple body, green eyes, black hair and ears
Type(s): Dark
Ability: Pulse- If attacked with an attack that physically damages, opponent loses 1/6 of its HP
Attacks: Thief, Faint Attack, Pulse Blast, Extremespeed
Evolution Chain: Legendary (does not evolve)
Found Where?: Dark Aura Crypt end of tunnel (only one in the game)

Pokemon Name: Tadina
Species: Legged Tadpole Pokemon
Description: This Pokemon is the only tadpole Pokemon to have legs when it is born.
Color(s): Blue body, black eyes, white spots on legs
Type(s): Fire
Ability: Swift Swim- Speed increases when raining
Attacks: Tackle, Ember, Growl, Fake Tears
Evolution Chain: Tadina->Shatoad->Taiskuun
Found Where?: Near Mount Rage on Route 374 in the very tall grass only

Description: A graceful Pokemon that is said to appear to Trainers in need of help during a blizzard

Ability: Sweet Wishes-Gives some more power to the partner Pokemon
Attacks: Icy Wind, Psywave, Attract, Teleport
Evolution Chain: Legendary (does not evolve)
Found Where?: Wandering around the Temple of Wishes in Wisandy City and in Snowpoint City at specific times

This is my Psycic/Ice Pokemon, Candrace! She is a legendary Pokemon that is from another land, called Mamoru, but is seen occasionally when there are huge amounts of snowfall in and around Snowpoint City. This is the legend (that I made up just now xD):

"Long ago, there was a Pokemon trainer lost in a blizzard trying to reach Sniwpoint City. He was hungry, thirsty, cold, and he had lost everything he had with him except his Pokemon, but he didn't want to lose them as well, so he kept them safe and warm in their Pokeballs. After hours of searching, when he collapsed into the snow, he thought he saw a shape in the blizzard. It looked like a young woman, with long, mint colored hair, light pink eyes, and she was wearing what looked like a long white kimono, but she had a tail that was colored like a candy cane, so he figured that she was a Pokemon. She looked at him for a moment before she was suddenly gone, He blinked, then disappeared himself, and a second alter found himself lying infront of a Pokemon Center. When he looked for the strange Pokemon, she was gone, but when he looked into his hand, a piece of candy was all the he found."

Yeah, strange legend, but it was all that I could think of
