it was never explained why Turles just happened to look exactly like Goku.i guess it was just the strangest coincidence in the universe!

well i did research on that and i found since there is different classes of saiyans that all lower class saiyans look the sam lik turles,goku and bardock. but why isnt raditz a lowerclass saiyan or looks like his father or brother but still in the movie why does turles say my idiot brother, but the website told me he didnt meant it lterally still i think turles is gokus brother my friend told me

1) DBZ is a crappy show. But feel free to waste your life on it.

2) Akira had a good plot in mind, but drew everyone's face the same. The show is not complex. Turles is simply NOT Goku's brother.
