the two statues in the valley of the end are The First Hokage and the leader of Akatsuki right?

Kakashi says that Naruto and Sasuke are like "those two" who founded the hidden leaf, I assume he is reffering to the statues. If he is talking about the statues then wouldn't that mean that the Akatsuki leader was a konoha shinobi?
