Character Description: Lt. Surge
Lt. Surge is the leader of the Virmillion city gym. When Ash arrives in the city, he finds out that the gym leader's Raichu been hospitalising everyone elses Pokemon. Ash, feeling overconfident, challenges the gym leader, just to lose. Then, in the second match, after a long debate about the Pokemon evolving or not, Brock tells Ash to use attacks only Pikachu can learn, such as Quick Attack and Agility. With this speed, Pikachu was able to beat the Raichu.
Lt. Surge at one time was in the army, and still talks about it while battling. He claims electricity kept him alive, and brags about it with punks who hang out in his gym.
