Character Profile: Chief Otsuka

At any given time in the first half of the series, Chief Otsuka was the Chief of Tokyo Police, Shotaro's surrogate father and Dr. Shikishima's best friend. He is not bothered by Shotaro's interest in fighing crime, and often beings him along. Otsuka treats Miss Takamizawa as a daughter, but sometimes has to force her to concentrate on whatever the situation may be.

Otsuka clashes badly with Kenji Murasame. He eventually gets used to Kenji, but tends to try and keep him away from Shotaro, or simply taunt him.
