In Watanagashi-hen people thought it was her who did everything but in Meakashi-hen you find out it was actually Shion, her twin sister. For some of the show she was locked in a small cell in the Sonozaki's torture room. She was killed by Keiichi in episode 4. She often wears her hair in a ponytail so her and Shion switched places a lot. In Meakashi-hen, she was thrown in the torture room by Shion. Shion killed and tortured many people over the course of the chapter.
In Rei, she was praised by Keiichi for having a large breast size. Both Mion and Shion have a crush on Keiichi, but Shion's love for Satoshi, Satoko's brother, is far stronger.
In short, Mion is a small character and for most of the show, doesn't do much but hope to get out of her small cell.
