Character Profile: Shusei Kagari

Shusei Kagari had been listed as a latent criminal when he was only five years old, with a zero-possibility of gaining effective treatment. With the only choice being placed in an isolation facility, he became an Enforcer with the Crime Investigation Division when he was old enough, with his partners being Shinya Kogami, Yayoi Kunizuka, and Tomomi Matsaoka, and supervised by Akane Tsunemori and Nobuchika Ginoza.

Kagari resents the Sibyl System for flagging him as a latent criminal at such a young age, as well as being incredulous that Akane, because of her education, had the choice being a government official but took a job for the C.I.D.. He also dislikes people who take their freedom for granted just because they haven't been marked as latent criminals. However, Kagari is also the joker of the group, often playing video games when not on duty.
