Celica is a happy-go-lucky person and a member of the PROCEED Team. Her suit color is orange. She was an Unregistered Citizen during her youth years until she was adopted by the couple who happened to be the biological uncle and aunt of Kasha Maverick. Celica even invited Kasha to live with them.

One of the employees of the R.U.C., Celica's specialty is weapons, especially sniper weapons as she is very good at positioning. Despite her line of work, she is a mellow, happy-go-lucky person. She often goes out with Sylvia, her closest friend, during their free time like heading to the pool or go out shopping.
