Character Description: Chief Bookem
Chief Bookem is the only police officer in Cappy Town who runs a police station and lives with his wife Buttercup. He doesn't let the fact that he's the only policeman around discourage him. The only Cappy in his jail is a nameless one with a goatee and a touch of kleptomania.
Bookem claims to have been a member of a tough army of soldiers called the Rough Rangers Squad, but it's just a story to impress the kids. He's a brave enough guy but leaves most of the peacekeeping to Kirby.
